The Cabinet of Ministers has signed the Memorandum on Partnership with companies who trade in the domestic market of oil-products.
Premier Viktor Yanukovych underlines that the main goal of the Memorandum is creating a ‘normal market of oil and oil-products.’
He notes that he would like to establish market relations and to implement common rules for oil traders thus promoting stability in the price policy.
The Memorandum obliges the Cabinet of Ministers to form an expert-analytical group chaired by Vice-Premier in charge of Fuel and Energy Andriy Klyuev consisting of representatives of central executive bodies and oil companies.
The group will create a stabilization reserve of oil and oil-products, work out regulations drafts and system adjusting oil imports and exports.
In their turn the oil companies promised to enlarge the volumes of oil and oil-products processing enough to satisfy buying demand, to add exports capacity of oil processing plants and to increase oil-products share in the total exports volume.
They also pledge to carry out reconstruction and modernization of the oil processing works.
Yanukovych signed the Memorandum on behalf of the government, and Lukoil, Alyans Group, Ukrtatnafta, Donbassnaftoproduct, Kontinium, Ukrnafta, Halnaftohaz Corporate Group, Tatneft, TNK-VR represented the oil-producing companies.
But the document does not specify oil prices, yet Yanukovych marks that the negotiating parties demonstrated mutual intention to work under the world standards.
