President Viktor Yushchenko signed a decree which orders central and local governments to provide September 30 early elections.
The decree stipulates to ensure proper conditions for legal, democratic, free and transparent early elections capable of providing constitutional rights and freedoms for Ukrainian citizens.
The document contains several orders to provide free expression of people's will and reinforcement of thier trust in civil services.
According to the President’s decree, local governments should not tolerate political pressure, interference in the election process and use of the administrative recourse.
Executive and local self-government agencies can take necessary measures for preparing and updating of election lists, if the need arises.
The Finance Ministry, Main Control and Revision Office of Ukraine, the National Bank of Ukraine and the Central Election Commission should control allocation of election finding from the State Budget within a period stated by the Law on Elections.
The Foreign Ministry together with the Central Election Commission should attract foreign observers.
